Fifty millions seems like a piddling amount to gamble driving business out of the state for (but since I hate, rather than love NY, it couldn't happen to a more deserving entity, well, except Hollywood).
My lefty friends assure me that governments insatiable appetite for spending more money on mahogany conference tables (Fairfax county government) or losing $30 million in laptops (US State Department), not to mention waste fraud and abuse I've personally witnessed while living in the DC area...
