It's a Maltese with a "puppy cut" (the showdogs have the long, floor-length coat).
The SF Bay Area isn't all that bad, actually. For years, I thought Paris, France was the dogshit capital of the world, until I went to Amsterdam.
Are you sure? The "mascara" around the eyes looks a bit dark for Maltese and more like a Bichon Frise.
